2025 conceptual master plan

The project team has refined the Mahelona TOD MP Update based on ongoing input from the Implementation Working Group (IWG)—which has convened monthly since September 2023—and public comments received during the EISPN comment period and scoping meeting. These refinements are reflected in the Draft EIS. View the Final Conceptual Master Plan and summary of plan elements below:

SUMMARY OF REFINEMENTS AND DESCRIPTION OF THE FINAL CONCEPTUAL MASTER PLAN
Hospital
  • The main hospital building renovation will add 25 Long-Term Care (LTC) beds (bringing the total to 60 LTC beds) and 5 additional acute care beds.
  • The existing Occupational Therapy (OT) Clinic building will be renovated with a second-story addition. The first floor will house the OT Clinic and a diagnostic laboratory, while the second floor will accommodate hospital and other clinic uses.
  • The Emergency Room (ER) expansion will be located on the south side of the main hospital building and will be accessed via the new interior loop road with dedicated parking.
  • The new In-Patient Behavioral Health Facility (BHNPF) with 12 beds will be constructed northeast of the existing hospital on the site of the current warehouse and support facilities. The one-story facility will include secure outdoor space and will be accessible from the new interior loop road.
  • The existing Hoʻōla Lāhui building will be renovated to serve as the Residential Behavioral Health Facility (RBHF) with 24 beds, providing long-term support for individuals who have completed treatment at the BHNPF.
  • A new Long-Term Care Expansion & Multifamily Housing building will be located east of the main hospital building. The first floor will house the expanded LTC facility and connect to the main hospital building via an elevated walkway. The upper floors will contain residential units.
  • A new two-story Administrative Offices and Senior Day Care building will be constructed as an extension directly south of the main hospital building's entrance, with senior daycare on the ground floor and administrative offices on the second floor.
  • A new café will be located within the main hospital facility near the main entrance.
  • The main hospital entrance will be expanded and will remain in the same location.
  • A new SMMH Facilities/Support Wing will replace the existing smokestack wing and be constructed off the hospital's existing north wing, accessed from the interior loop road.
Public Facilities
  • A new DOH Satellite Service Center & Community Center will be located west of the main hospital building. The facility will serve as a satellite office of the Kauaʻi District Health Office (KDHO) and include facilities for the Adult Mental Health Division (AMHD) and Child and Adolescent Mental Health Division (CAMHD), as well as community center space.
  • A new Hoʻōla Lāhui Hawaiʻi Community Health Center will be constructed along Kawaihau Road, replacing and expanding the existing facility on campus.
  • The existing historic Former Doctor's Residence will undergo historic rehabilitation following the Secretary of Interior's Standards for Rehabilitation to house Easterseals Hawaiʻi (ESH), an organization serving adults with developmental disabilities. Parking will be shared with the relocated Kapaʻa Library and new Hoʻōla Lāhui facility.
  • The relocated Kapaʻa Public Library will be constructed on an elevated site just south of the Former Doctor's Residence, with its western boundary abutting the upper portion of the existing Elevated Boardwalk. The library is being relocated from its current coastal location due to flooding and sea level rise threats.
  • The existing Kauaʻi Police Activities League (KPAL) facility will remain in its current location, though its driveway will be relocated closer to the Kawaihau Road intersection due to construction of the loop road.
  • A new preschool with 5 classrooms and a secure play area will be located along the North Road/extension of Nunu Road, across from the existing Kapaʻa Elementary School.
  • A new Police Substation will be located northeast of the proposed roundabout at the intersection of Nunu Road, the proposed connector road, and the proposed loop road, providing expanded service to east Kauaʻi.
  • The existing Hale Hauʻoli building will temporarily house ESH and Liberty Dialysis during the transition period. In subsequent phases, ESH will relocate to the Former Doctor's Residence, Liberty Dialysis will move to one of the medical office buildings, and the Hale Hauʻoli building will be converted to housing.
Commercial Buildings
  • Two medical office buildings (MOBs) off Kawaihau Road are proposed to provide leasable space for health and wellness-related services such as outpatient services, medical and dental offices, a dialysis center, fitness classes, convenience retail, and a pharmacy. The structures are envisioned as either one or two stories.
Housing
There is a mix of housing types shown on the plan for an estimated total of up to 498 rental units. Housing labels maintain flexibility as funding for various projects becomes available in the future. Residential buildings are planned to be one to three stories tall, with some taller buildings in specific locations to preserve view corridors. Tuck-under parking is proposed where existing topography can help minimize building heights and impervious surfaces.
  • Supportive Housing - New housing units for individuals and small households transitioning from houselessness, targeting residents likely earning less than 30% Area Median Income (AMI)
  • Medical Workforce Housing - New housing serving medical professionals including medical residents participating in the UH JABSOM Family Medicine Kauaʻi residency program, targeting households earning 60% to 140% AMI
  • Community Workforce Housing - New housing serving working members of the surrounding community, targeting households earning 60% to 140% AMI, with preferences for employees of SMMH and staff from Kapaʻa High, Middle, and Elementary Schools
  • DHHL Kūpuna Housing - New rental housing for Native Hawaiian elders through the Department of Hawaiian Home Lands program
  • Continuing Care Housing - Apartment-style units supporting aging in place, potentially spanning Independent Living, Assisted Living, and Assisted Residential Care Home (ARCH) levels of service
  • HPHA Housing - Redevelopment of the existing 38-unit Hale Nana Kai O Kea elderly housing complex, potentially expanding to up to 100 units through HPHA's Ka Lei Momi Redevelopment program.
Circulation
  • The new internal loop road will be designed with underground trunk lines for water, wastewater, drainage, electrical, and telecommunication services. The roadway will include on-street parking, bus pullouts at transit stops, sidewalks, shade trees, and street-level amenities such as benches and dark skies/bird-friendly street lighting. The loop road will be dedicated to the County upon completion.
  • A new connector road between the Mahelona campus and Kūhiō Highway will be constructed to help alleviate area traffic congestion, with a roundabout at its intersection with the highway.
  • A mini-roundabout is proposed at the intersection of Kawaihau Road and Nunu Road 
  • Traffic calming measures such as speed tables and raised crosswalks will be placed at key locations near transit stops and at the southern approach to the community.
  • Sidewalks and pedestrian paths connect throughout the campus and include community amenities such as benches, exercise stations, shade trees, and pavilions. Bicycle racks will be installed at selected locations around the campus.
  • The section of Iwaena Road between the campus and Gore Park will be closed to vehicular traffic to expand and connect the community uses, and the sidewalk will remain to provide a direct connection to the boardwalk and Hundley Heights community.
  • A new right-turn lane will be provided from Mimilo Road to Kawaihau Road with traffic calming measures provided at the southern approach to the intersection.
  • Additional transit stops with bus pullouts will be provided at key locations around the loop road.
  • The existing connection to the County Boardwalk will be maintained and enhanced, preserving this important off-street pedestrian link to Kūhiō Highway and the Ke Ala Hele Makalae Shared Use Path.
Open Space and Recreational Amenities
  • The southeastern portion of the SMMH campus will be preserved as open space with walking paths, serving as a recreational amenity for campus users and the surrounding community while maintaining important makai view corridors.
  • Gore Park at the corner of Kawaihau Road and Nunu Road will remain a County park and will provide open space. With the closure of the adjacent section of Iwaena Road, Gore Park will be better connected to the main campus.
  • The County Boardwalk connecting Kawaihau Road to Kūhiō Highway will be maintained, providing continued pedestrian and bicycle access to the coastal area.
  • Three makai view corridors have been identified and will be preserved throughout the development.
Implementation
  • ​Following entitlements, implementation would occur in four sequential five-year phases over approximately 20 years (2026-2045), subject to market conditions, funding availability, community demand, and completion of required permits and regulatory approvals.
  • If fully implemented as conceptualized, the Proposed Action could provide up to 126 healthcare beds and up to 498 rental housing units.

2023 conceptual master plan

Based on the input received on the Draft Conceptual Plan, the project team has clarified some of the elements in the Final Conceptual Master Plan, which was presented at a community meeting held on April 12, 2023.

SUMMARY OF REFINEMENTS AND DESCRIPTION OF THE FINAL CONCEPTUAL MASTER PLAN
Hospital
  • The hospital expansion areas and additions are more compact and affect the existing building less.
    • The existing Occupational Therapy (OT) Clinic building will be renovated to include the additional 25 Long-Term Care (LTC) beds and a second story may be added for additional uses.
    • The OT Clinic is relocated to a new wing on the north side of the hospital.
    • The Emergency Room expansion is more compact and does not affect the current renovations within the existing hospital.
  • The café is located at the front of the hospital near the existing kitchen and will have outdoor seating.
Public Facilities
  • The entire bluff on the makai southern portion of the campus will remain open with walking paths connecting to the existing boardwalk, the KPAL facility, and a new amphitheater for community events.
  • The new Public Library, Easter Seals, Ho‘ōla Lāhui Hawai‘i Community Health Center, and State Department of Health Satellite Services Office are located along Kawaihau Road, activating the frontage of the SMMH campus. The existing Physician's House on Kawaihau Road is in the same location as Easter Seals on the plan and if feasible to renovate the existing structure, it may be adaptively reused for Easter Seals.
  • The new Police Substation is proposed at a key location at the top of Nunu Road, providing security for the community near the schools but maintains quick and easy access to Kawaihau Road.
  • The new Behavioral Health Inpatient and Residential Facilities are located close to the Hospital and Police Substation.
  • The Village Green Open Space at the corner of Kawaihau Road and Nunu Road will provide open space and overflow parking for community events.
  • The Preschool is located close to Kapa‘a Elementary School to receive support from the elementary school such as food service and staff support.
Housing
  • There is a mix of housing types shown on the plan for an estimated total of 342 units. However, the exact design and configuration will be refined later during detailed design stages of implementation.
  • Specific labels for affordable/workforce/staff housing, transitional housing, DHHL housing, and assisted living facilities are no longer included to provide flexibility as funding for various projects becomes available in the future.
  • With the Easter Seals program moved to Kawaihau Road, the existing State Department of Health’s Hale Hau‘oli building could be renovated into housing. Further investigation of the 1.5 acres makai of the facility should be done to understand the potential for future expansion or redevelopment.
Commercial Buildings
  • These one- to two-story buildings are envisioned to include a mix of medical offices for doctors and dentists, outpatient services and supportive uses, a pharmacy, and a small convenience retail shop.
Circulation
  • The new internal loop road will be designed to work with the existing topography and could include mini roundabouts at the new intersections with Kawaihau and Nunu Roads if the traffic study warrants them.
  • Traffic calming measures such as speed tables and raised crosswalks are placed at key locations near transit stops and at the southern approach to the community. If the mini roundabouts are not implemented, consider other traffic calming measures from the northern approach as well.
  • Sidewalks and pedestrian paths connect throughout the campus and include community amenities such as benches, exercise stations, shade trees, and pavilions.
  • Iwaena Road is closed between the campus and Gore Park to expand and connect the community uses and the sidewalk will remain to provide a direct connection to the boardwalk and Hundley Heights community. 
  • A new right-turn lane is provided from Mimilo Road to Kawaihau Road with traffic calming measures provided at the southern approach to the intersection.
  • A new potential roadway connection between the Mahelona campus and Kūhiō Highway should be explored. The potential connection would continue the makai extension of Nunu Road near the DOH Hale Hau‘oli and terminate at a proposed roundabout at the highway. Initial conversations with the State Department of Transportation Highways Division on Kaua‘i supported this new connection if the alignment could be feasibly constructed. Additional engineering studies will be needed to explore this new connection.
Future Potential Redevelopment Area
  • A five-acre Future Potential Redevelopment Area is identified on the draft conceptual plan for long-term consideration. It includes the existing Mahelona staff housing and the HPHA Hale Nana Kai O Kea senior housing community and is not envisioned to happen as part of this master plan but identified for future consideration as the existing facilities reach the end of their useful life.

COMMUNITY MEETING: CONCEPTUAL ALTERNATIVES

The second community meeting was held virtually on May 24th, 2022. ​ The purpose of the meeting was to give an overview of the project, introduce three preliminary design alternatives, provide a chance for participants to vote and give feedback on different aspects of the alternatives, and answer any questions related to the project or introduced designs.

COMMUNITY KICK-OFF MEETING
February 2022


The first kick-off community meeting was held virtually on February 3rd, 2022. ​ The purpose of the meeting was to introduce the project to the community, give an overview of the anticipated project schedule, answer any questions related to the project, and gather input on the desires for the area.

A live polling and feedback session was conducted during the meeting. An online survey version of the questions asked was available for those who were not able to provide feedback. An interactive mapping activity was also introduced.
