EIS Preparation Notice

​WE ARE HERE

• Start of the EIS process.
• Purpose: Gather input on issues to be studied in the Draft EIS.
• The EIS Preparation Notice (EISPN) was published by the State of Hawai`i Office of Planning and Sustainable Development's Environmental Review Program (ERP) in the May 8, 2025 edition of The Environmental Notice. 
• The EIS Scoping Meeting was held on May 14, 2025 at 4:30 PM at the Samuel Mahelona Memorial Hospital Auditorium (4800 Kawaihau Road Kapaʻa, HI, 96746).
• The 30-day public comment period will close on June 9, 2025. Comments received during the public comment period will be included within and addressed in the Draft EIS.

Draft EIS

• Prepared in response to comments submitted on the EISPN
• ​Discusses potential impacts & mitigation measures.
• Includes all technical studies.
• Contains all EISPN comments and responses
• Includes a 45-day public comment period after publication by ERP.

Final EIS

• Includes all comments on the Draft EIS
• Revises draft EIS in response to comments and shows revisions made to the EIS
• Decision regarding Acceptability of the Final EIS to be made by the Governor of the State of Hawaiʻi.
