EIS Preparation Notice

The EIS process began with the publication of the EIS Preparation Notice (EISPN) in the May 8, 2025, edition of The Environmental Notice by the State of Hawaiʻi Office of Planning and Sustainable Development's (OPSD) Environmental Review Program (ERP).

• Gathered public input on issues and potential impacts to be studied in the Draft EIS​
• Public Scoping Meeting held May 14, 2025, at Samuel Mahelona Memorial Hospital Auditorium
• 30-day public comment period closed June 9, 2025
• All comments received are addressed in the Draft EIS

• 45-day public comment period closes on February 6, 2026​
• Analyzes potential environmental impacts and proposed mitigation measures
• Includes all technical studies and assessments
• Responds to comments received during the EISPN and Scoping Meeting
