DRAFT ENVIRONMENTAL IMPACT STATEMENT
The Draft Environmental Impact Statement (Draft EIS) was published by the State of Hawaiʻi Office of Planning and Sustainable Development's (OPSD) Environmental Review Program (ERP) in the December 23, 2025 edition of The Environmental Notice. The 45-day public comment period has closed. The comment period was open from December 23, 2025 until February 6, 2026. Comments received during the public comment period will be included and addressed in the Final EIS.
